L’accident est-il accidentel ? Le 22 mai 1989 à l’usine de La Dynamite
La fonction sécurité a considérablement évolué ces vingt dernières années. L’accident de l’usine d’explosifs de Saint-Martin de Crau permet d’illustrer ce phénomène. Il est étudié ici du triple point de vue des règles de fonctionnement de l’organisation, des représentations qu’elle véhicule et des comportements que cela induit. Cette observation conduit à inscrire l’accident au sein d’une évolution générale de la fonction, devant se transformer et passer d’une vocation stricte de prévention et de mobilisation à un rôle d’animation et de responsibilisation. La fonction retrouve ainsi son importance, devenant caractéristique de la volonté des dirigeants de renouveler les pratiques de gestion. L’explosion apparaît ainsi comme significative de l’inadaptation de l’entreprise au contexte de production et manifeste alors la nécessité du changement organisationnel.
The safety function has considerably evolved in the past twenty years. The accident at the explosive manufacturing plant of Saint-Martin de Crau allows us to illustrate this phenomenon. It is herewith studied from a triple point of view, i.e., the rules regulating the organisation work flow, the representation those organisations convey and the behaviors implied. This observation leads to see the accident within a general evolution of the function, which should change and move from a strict prevention and mobilisation vocation to an activity and responsibility role. The function finds its importance, becoming a characteristic of the manager’s willingness to renew management practices. The explosion appears as significant of the maladjustment of the company to the production context and shows the necessity of an organisational change.
