Le risque industriel et sa difficile prévention au XIX siècle : les premières usines à gaz
L’industrie du gaz manufacturé permet d’évaluer les risques liés à l’adoption d’une nouvelle technologie durant la première moitié du XIXe siècle. L’usine à gaz a très tôt symbolisé l’établissement insalubre en raison des pollutions qu’elle engendrait. De plus, les exploitants furent sans cesse confrontés aux dangers de procédés de fabrication souvent empiriques. L’insertion de ce type d’usine dans l’espace urbain fut donc difficile, d’autant plus que les accidents furent récurrents. Une réglementation stricte encadra cette industrie dès origine. Mais c’est de la compétition technique, et des innovations qui en résultèrent, que sont venues des solutions permettant à la fois d’améliorer la sécurité de l’exploitation et de réduire les facteurs d’insalubrité.
The municipal gas industry can be used to evaluate the risks linked to the adoption of a new technology during the first half of the nineteenth century. Because of the pollution they produced, gasworks rapidly became emblematic of unhealthy workplaces. In dealing with an inherently dangerous process, gasworks operators often had recourse to little more than empirical solutions. Since accidents were frequent, the location of these installations in urban areas was a constant subject of discussion between manufacturers and municipal authorities. From the start, the industry was strictly regulated. It was, however, as a result of technical competition and the ensuing innovations that solutions were found which permitted both improved operational safety and a reduction of insalubrity.
